There is fear in the 16 municipalities that are part of the so-called southern cone of the Bolivar department, a mountainous area and jungle that has been one of the historic refuges of the ELN guerrillas and where they have imposed terror with extortion, miraculous fishing and assassinations of social leaders

The authorities and communities of the southern Bolivar are on alert after the President of the Republic, Ivan Duque, ordered the reactivation of the arrest warrants against the ELN leadership he is part of the peace dialogue with the Colombian state, and after this guerrilla he recognized the paternity of a car bomb attack in Bogotá that killed the lives of 20 national police cadets and the same author of the terrorist attack, an expert leader of explosives.

"There is a great concern in the south of Bolivar, and even more in the limits with Antioquia and Santander, for the possible resurgence of violence, this is the environment that is felt in the communities they fear that the attacks, the miraculous fishing, the checkpoints, the crimes against the leaders will intensify again, there is tension and uncertainty"Said the mayor of the municipality of Pinillos, Marcos Pérez.

This area has historically been a rearguard and strategic corridor of this guerrilla war due to the presence of illicit crops, illegal mining activities.

"We are praying to God that the violence of the end of the last century and the beginning of this century will not come back.Please, we ask that priority be given to seeking peace and dialogue with rebel groups, even if the war is spreading , as happened with the table of Havana … but today we must insist on peace, "he said. the mayor of the municipality of Arenal del Sur, José Luis Pacheco.

On January 15, in the area of ​​the municipality of Montecristo (south of Bolívar), the social leader Víctor Trujillo was assassinated, whose crime is attributed by the social organizations of this region to the onset of the ELN.

"They are already 54 years of war, for the love of God, they left only poverty, backwardness and more violence south of Bolivar"adds President José Luis Pacheco.

During the second half of 2018 several pamphlets signed by this guerrilla were known, in which they ordered a curfew between 10 pm and 5 am for the regions of the southern Bolivarian cone.

The governor of Bolivar, Dumek Turbay, today presides over a departmental security council with mayors and authorities of the municipalities in which these guerrilla crimes are involved and with all the military and police authorities.

"Understanding that these criminals have a seat in the south of Bolivar, we asked President Iván Duque to immediately put into operation the Mars Joint Task Force, which is the strength of the entire army, operating in the south of Bolivar to give it security. and tranquility for all our communities, "said Bolivar Governor Dumek Turbay, who added "ELN has a way of provoking terror and they are scoundrels, but our public strength is there to protect us".

At 10 am on Monday, the Departmental Security Council will start at the Bolivar government headquarters on the road to Turbaco.

"I am convinced that it must be a negotiated solution and a dialogue between the state and the rebel forces, I do not see another way. The way is not a weapon. Our dream is that this sincere negotiation of peace from an irregular force like ELN can develop again. Colombia can no longer endure a war. The output must be a conversation, a political exit as happened with the FARC", Governor Turbay Paz concluded.
