Hungary’s amendments to the law on conflicts of interest affecting parliamentarians improve clarity on the consequences of abuse, but overall Hungary has not complied with GRECO’s recommendations on corruption prevention, says the forum’s interim report, cited by MTI Tuesday. notes Agerpres.
Only five of the 18 recommendations made to Hungary in 2015 by the Group of States against Corruption – the Council of Europe’s anti-corruption body – have been satisfactorily implemented, the report says, calling for stronger measures to improve transparency and consultation with the legislative process, including the introduction of regulations on interactions with lobbyists.
GRECO also calls for the adoption of a code of conduct for members in order to prevent conflicts of interest.
The declarations of wealth by parliamentarians must be based on unified rules and immunity rules must be revised, according to the document.
GRECO also notes, with regard to the judiciary in Hungary, that no progress has been made in implementing three recommendations on the authority of the president of the National Judicial Office to appoint and promote judges, as well as to reassign judges.
In the same report, GRECO welcomes the changes concerning disciplinary procedures relating to the prosecutor, underlining, however, that no progress has been made in the implementation of the recommendations regarding the term of office of the prosecutor or the immunity of prosecutors .
GRECO requests Hungary to present a progress report on the implementation of the remaining recommendations by 30 September next year.
