Democratic transition is one of the issues that came to the Arab world, and it began to appear more frequently in the late twentieth century and early in the twenty-first century, as it falls into a historical hierarchy that spans thousands of years, and from the beginning of its appearance until now there are a number of questions, the most important of which is: when did the idea of democracy appear? Is it easy to go from an undemocratic system to a democracy?
Democracy is a system in which people have been operating directly since Greek civilization, which put an expression derived from two words, “Demos” meaning people and “Kratos” from work or government, so democracy was born in Greek civilization.
This new birth is not yet able to grow in the Arab region until this time, it needs premature babies to recover and to intensify its return, as it happened at a later time and it is not possible to live in the current or existing situation in the Arab countries.
Most of the Arab countries that have been forced to accept the application of this system in them despite its lack of coherence with the idea of the rulers and the political capacities they possess, the Arab citizen has grasped democracy with enthusiasm and he saw her as the savior of injustice and persecution suffered due to the sinking of the regimes in power.
Despite the novelty of the experience in some countries of the Arab world, it quickly became weak and weakened, yet it kept its most important principles, which focus on bringing a representative government to the people through elections, the peaceful transfer of power, lo rule of law and separation of powers.
In this regard, we have the idea of the political scientist Robert Dahl present in his book on democracy, in which he says: “It might be wrong to assume that democracy was completely invented as a steam engine, for example … I suppose that democracy can be invented and reinvented independently wherever it is “. The right conditions … the presence of certain favorable conditions has always helped in the direction of the emergence of a democratic government.
What we can draw from this statement is that democracy cannot be considered a ready recipe for all peoples, societies or states. Each society has its own social, economic and cultural characteristics and determines the type of democracy that will follow in a country.
When some of the peoples of the Arab countries wanted to breathe a sigh of relief and live a dignified life, they tried to seek the help of the Western countries that have influence and influence in the region in general, and indeed it did, but the point was not the interests of these peoples rather the main objective is to ensure that the interests of these countries remain safe from the dangers and ambitions that surround them.
And for this, I promised the Arab masses to free them from the tyrants that crouched on the chest, and this happened on the ground under the name of Arab Spring, which included the change of not a few Arab regimes, and the work was started according to the democratic system that was fully embodied in the electoral process. .
Democracy in Arab countries has remained a lame democracy, it has been used for the benefit of the countries that have entered it, far from the aspirations and aspirations of the peoples, and the evidence is many. The Western camp has tried to delude the Arab citizen into being the center of its attention and tries to free him from the restrictions imposed on him, but in secret it is not this and the evidence is the Palestinian experience.
We know that Hamas managed to win more than half of the seats in the Palestinian parliament in the 2006 elections, and this was done in accordance with a democratic practice required by international bodies which claim to want stability for the Palestinian interior.
After this approach adopted by the movement, the international community mobilized its votes and managed to pull the carpet out of its feet under the pretext of fear that the country’s interest would be drawn into an internal war due to the movement’s disagreements with its political partners.
The Palestinian experience is one of dozens of experiences that have taken place around the world. Democracy has been employed by superpowers without its function and desire to be a way to achieve its goals, and it has clearly succeeded by giving the green light to most presidents in the Arab region, in order to ensure the extension of the their influence. And don’t create an opinion against its existence and domination.
The democratic process cannot be successful if it does not have the right climatic conditions available to succeed.Like a plant, it needs fertile soil, regular watering and organic fertilizers to grow properly, so a tropical tree cannot survive in the Arctic and the other way around.
Likewise, democracy was introduced in Arab countries for other undeclared purposes, and this could be one of the main reasons for not recognizing it and its failure. What has happened in Iraq in terms of practices and in recent years cannot be called democracy, as it has been a deficient practice that lacks many ingredients.
Among the most important of these ingredients is the education of the public to know their rights within the democratic system, insofar as it enables them to make political decisions correctly, and this can only be achieved through correct choice of who the public believes is able to serve its people and provide the necessary services.
For years, the upward street has tried to satisfy a number of legitimate demands, but on the other hand we see that the government that has passed through the democratic gate has used horrific methods and methods to break up sit-ins and keep protesters away. , to keep the influence from leaking and the opposition’s base of public opinion expanded later.
All the scenes that took place in Iraq and at both levels, the first was about how to deal with political developments and disputes between the parties, while the other was how to deal with popular protests, both indicate that democracy is still in its early stages and needs more time to be absorbed first The ruling classes and the people, and then we arrive at a democratic transformation that is acceptable to some extent and not definitively successful.
