Bulgaria informed the European Commission on Friday that it would not accept the current draft negotiated framework for North Macedonia and the related declaration statement, as it does not include the necessary guarantees to meet the conditions in Sofia, the Foreign Ministry said. Bulgarian.

According to the Bulgarian MFA, Sofia considers it unacceptable that the conditions set by North Macedonia are included in the EU Council declaration attached to the negotiating framework.
The Council Declaration is not a legal instrument and does not provide the legal guarantees desired by Bulgaria. “We would have such guarantees if our requests were reflected in the text of the negotiating framework, which we insist on,” he said.

The government of Skopje expressed disappointment at Bulgaria’s decision not to support the adoption of the negotiating framework for North Macedonia, considering that this position contradicts the Treaty of Friendship, Good Neighbor and Cooperation concluded by the two countries in 2017.
“We remain faithful to the Treaty and are convinced that it is an excellent framework for managing bilateral issues and provides mechanisms for overcoming the problems. The Treaty of Friendship, Good Neighborhood and Cooperation between Bulgaria and North Macedonia, signed in August 2017, provides for the creation of a commission composed mainly of historians to resolve these disputes, but the work of the commission has been suspended at the request of the North Macedonia before July.
At the December summit, EU leaders will decide to open negotiations with North Macedonia and Albania, but Bulgaria vetoed what Sofia claims is an anti-Bulgarian campaign in the North Macedonian press. If the Bulgarian government blocks negotiations with North Macedonia, then it must do the same for Albania, as Sofia’s position is that both countries must join the European Union at the same time.
