The Official Journal of the Union, organ of the Presidency of Brazil, reported the ordinance number 518 signed on November 12 by four ministers who ordered the restriction of foreigners across land and sea borders due to the increase in infections with the pandemic coronavirus.

The order was signed by the Minister of State and Chief of Staff, Walter Souza Braga Netto, the Minister of Justice and Public Security, André Luiz de Almeida Mendonça, the Minister of Infrastructure, Tarcísio Gomes de Freitas and the Minister of Health , Eduardo Pazuello.
The new restrictions will be valid for a period of 30 days, in accordance with the recommendations of the National Health Surveillance Agency (Anvisa) of Brazil.
However, the published document excludes air travel travelers from the bans, as they must have their immigration documentation in order and are subject to stricter controls.
Exempt from the provision are Brazilians born or naturalized, immigrants with permanent residence, foreigners on a mission in the service of an international organization and foreign employees accredited by the Brazilian government.
Outside of the exceptions, the only foreign citizens who can enter during this period are the spouse, partner, child or parent of a Brazilian citizen.
This November 16, the Brazilian Ministry of Health reported 13,371 new cases of Covid-19, accumulating 5,876,464 positive diagnoses since last March. In addition, 216 new deaths were reported as a result of the disease.
