Previously, Armenia wanted Karabakh to be completely independent. In the agreement, not granting Karabakh status is a major gain for Azerbaijan. The opening of a corridor from Nakhchivan to the western regions of Azerbaijan is also a very important achievement. But the control of this transport network will be in Russia, attention should be paid. With Azerbaijan taking Shusha, it was about controlling Khankendi. A large part of the Laçin corridor was also occupied. Even without this agreement, Azerbaijan would control most of Karabakh. But with the agreement, the regions of Khankendi, Hocavend and Khojaly were left to Armenia under Russian control. The Armenian army will depart from here, but the Armenian presence will continue. It is necessary to closely monitor how they will react in the future. With the dissolution of the Soviet Union in 1991-1992, its presence in Karabakh was withdrawn. With the agreement made now, Russia has deployed in Karabakh with its army of about 2,000 people. Russian soldiers will also have control of the Laçin corridor. There is no clause on the TAF task force in the text of the tripartite agreement. What will be the presence of Turkish soldiers in the region and on the ground? In the agreement there should have been an article for Armenia like “Nagorno-Karabakh is the territory of Azerbaijan, we will not claim rights in Karabakh”.
‘Tech warfare led to success’
Dr. Yusuf Alabarda (University of Haliç): If the Azerbaijani Armed Forces hadn’t had a very intensive technology operation in the past 1.5 months, they wouldn’t even have had a chance to save 7 provinces from Armenian occupation. As part of the high autonomy of Nagorno-Karabakh, the protection of a road through the Lachin corridor by the Russian peacekeeping force is on the agenda in order to continue relations with Armenia. In return, Armenia agrees that the road here should be kept open for commercial and humanitarian purposes under the control of Russia in order to eliminate the disconnection between the Nakhichevan Autonomous Republic and Azerbaijan. This also means keeping the road open between Turkey and Nakhichevan and Azerbaijan. This is an absolute gain for Azerbaijan and Russia. Russia won by bringing its troops to Nagorno-Karabakh under the Peace Force in this region. 7 saved the province of Azerbaijan, the road between Nagorno-Karabakh and Armenia in exchange, with its own autonomous republic of Nakhichevan, thus received guarantees in any way with Turkey.
HERE IS THE AGREEMENT IN 9 SUBSTANCES
The nine-point joint agreement signed by the President of the Republic of Azerbaijan Ilham Aliyev, the President of the Republic of Armenia Nikol Pashinyan and the Russian leader Vladimir Putin is as follows:
1- At 00:00 Moscow time on November 10, 2020, a full ceasefire will be reached in the Nagorno-Karabakh conflict zone and all military activities will be stopped. The Republic of Azerbaijan and the Republic of Armenia will remain in their respective positions.
2- Aghdam and his region will return to Azerbaijan until November 20, 2020.
3- The Peace Force of the Russian Federation, made up of 1,960 lightly armed soldiers, 90 transport tanks, 380 cars and special vehicles, will be deployed in the region along the front line in Nagorno-Karabakh and along the Lachin Corridor.
4- The Peacekeeping Force of the Russian Federation will begin deployment parallel to the withdrawal of the Armenian armed forces. The term of office of the Peace Force of the Russian Federation will be 5 years. The 5 year period will automatically extend for 5 years if the parties do not object 6 months before the expiry.
5- The Peacekeeping Armistice Control Center will be established to monitor whether the parties comply with the agreements.
6- The Republic of Armenia will return the Kelbajar district to Azerbaijan until November 15, 2020 and the Lachin district until December 1, 2020. The Lachin corridor (5 km wide), which will provide the connection between Nagorno-Karabakh and the ‘Armenia and will not affect the city of Shusha, will remain under the control of the Peace Force of the Russian Federation. With the agreement of the parties, a plan will be defined for the construction of a new traffic route between Stepanakert (Khankendi) and Armenia along the Lachin corridor in the next 3 years and then the redeployment of the Russian Peacekeepers to protect this route. The Republic of Azerbaijan guarantees the safety of the traffic of citizens, vehicles and goods along the Lachin corridor in both directions.
7- Internally displaced persons and asylum seekers will return to the Nagorno-Karabakh territory and surrounding districts under the control of the United Nations High Commissioner for Refugees.
8- The exchange of prisoners of war and other detainees will be carried out and funerals will be held.
9- The blocking of all economic and transport links in the region will be removed. The Republic of Armenia ensures the safety of transport between the western regions of the Republic of Azerbaijan and the Autonomous Republic of Nakhchivan in order to organize the smooth travel of people, vehicles and goods in both directions. Transport control is carried out by the bodies of the Border Unit of the Russian Federal Security Service (FSB). With the agreement of the parties, the construction of new transport routes will be planned that will connect the Autonomous Republic of Nakhichevan to the western regions of Azerbaijan.
