WORLD: Mr Brok, you are Brexit-Sherpa of the European Parliament. What happens if the British House of Commons rejects the withdrawal agreement on Tuesday evening?
Elmar Broker: This depends on the result. If the refusal is very broad, there will probably be a vote of no confidence against Prime Minister May, new elections or a new referendum. On the other hand, if the opponents of the withdrawal agreement receive only a manageable majority, then I expect to vote once again on the Brexit Treaty in one or two weeks.
WORLD: Re-vote on the same contract?
Brok: However, if there is a new vote on the withdrawal agreement within a few weeks, the EU should come forward with a new statement that very clearly states that we will have the backstop, which will keep Britain in the Customs Union in long-term and Northern Ireland in the long term in the internal market, but do not want to enter into force but want to make it redundant through a wide-ranging free trade agreement.
We would also note that there can be a free trade agreement only if an exit agreement is concluded.
WORLD: Would it not be useful to renew the withdrawal negotiations pursuant to Article 50?
Brok: I am against the extension of the exit negotiations beyond March 29th. It was negotiated for a year and a half. I do not see what it will do to negotiate for longer: we will not create new solutions. Above all because the negotiations could be extended by a few weeks, because otherwise Britain would have had to participate in the European elections and make its own candidates.
WORLD: Do you expect Britain to leave the EU on March 29th?
Brok: Yes, I just hope it will be an ordered Brexit.
WORLD: While the British want to leave the EU, Germany and France will intensify cooperation after 55 years in a new Eliseo treaty. Why?
Brok: The old contract will be adapted to new challenges. Before European decisions are taken, Berlin and Paris agree to consult at all levels in the future. This will also allow both countries to develop into a real community of economic, security and defense problems.
WORLD: Is the French-German engine in the EU still up to date?
Brok: Of course, it does not have to be a direction. Above all small countries must be considered. Germany and France alone can not do anything in Europe. But nothing happens without Germany and France.
WORLD: The relationship between the EU and Russia is firm. What to do?
Brok: What should we do if Russia is actively at war in Ukraine? I am satisfied that the commitment of the international community and the unity of Europeans have led to this war does not expand further.
WORLD: Should both sides speak more intensely?
Brok: We could now try to intensify the consultations between the EU and Russia again. So we could also make it clear in Moscow that we are ready to help with the modernization of Russia. There are economic structures in the country that are still from the old Soviet Union.
Russia actually has only one successful export object: energy. However, we support Russia in the modernization of the economy only if Moscow bases its policy on the principles of international law. It would be in the common interest of Europe and Russia to return to cooperation.
WORLD: There are difficulties in your appointment to the European Parliament.
