Waterloo region remaining in the red zone

The Waterloo region will continue to remain in the red (control) zone of the province’s framework.

This confirmation came from Ontario Health Minister Christine Elliott during an interview with 570 NEWS on Friday morning.

The region has been in the red zone since Monday 23 November.

Earlier this week, at a Board of Health meeting, the Waterloo Region Medical Officer of Health said the prospect of being locked up (gray zone) is a real possibility.

As of Thursday afternoon, the active COVID-19 workload in the region was 566.

Dr. Hsiu-Li Wang also issued two Section 22 class orders to Mennonite communities here this week – one to allow law enforcement, the other to affiliated churches and parish schools.

The following are the control measures for red:

Organized public events, social gatherings and religious services, rites and ceremonies

  • Limits for all public events and social gatherings organized:
    • 5 people inside
    • 25 people outdoors
  • Limits for religious rites or ceremonies, including wedding and funeral services (apply regardless of where they are held):
    • Capacity of 30% of the indoor room
    • 100 people outdoors

Restaurants, bars and other food and beverage establishments

  • The maximum number of people who can sit inside is 10
  • Outdoor lunch, takeaway, ride and delivery allowed, including alcohol
  • Request users to be seated; A minimum barrier of 2 meters or waterproof between the tables is required
  • A limit of 4 people can be seated together
  • Outdoor lunch, takeaway, ride by car and delivery allowed
  • It is forbidden to dance, sing and perform live
  • Request contact information for all seated users
  • No buffet service
  • Line-ups and patrons who meet outside the offices managed by the headquarters; 2 meters of distance and face coverage are required
  • Face liners are needed except when eating or drinking
  • Personal protective equipment, including eye protection required when a worker needs to be within 2 meters of another person not wearing a face cover
  • The establishments must be closed from 22:00 to 5:00
  • Liquor sold or served only from 9am to 9pm
  • No liquor consumption allowed from 10pm to 9am
  • Limit the music volume to be low enough for normal conversation
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • Night clubs and strip clubs are only allowed to function as a restaurant or bar
  • A security plan must be prepared and made available upon request

Sports and leisure facilities for fitness

  • Gyms and fitness centers authorized to be open with a maximum of:
    • 10 people inside or 25 people outside in the classrooms; is
    • 10 people in areas with weights or exercise equipment
  • No spectators are allowed (exemption for the supervision of children by parents and guardians)
  • Increase the distance between users to 3 meters for areas of a sports or recreation facility where weights or exercise equipment are present and during exercise and fitness classes
  • Team sports must not be played or practiced except for training (no play or scrimmage)
  • Activities that could involve the arrival of people within 2 meters of each other are not allowed; no contact allowed for team or individual sports, with exemption for high performance, including parasports, athletes.
  • Patrons can only be in the facility for 90 minutes, except if they play a sport
  • Limit the volume of the music so that it is low enough to allow for normal conversation; measures to avoid shouting from both instructors and the public
  • Face coverings required except during exercise
  • Request contact information for all members of the public who access the facility
  • Request a reservation for admission; a reservation for the teams
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • A security plan must be prepared and made available upon request

Recreational Facilities and Community Centers in the Waterloo Region (update published Friday 27 November)

  • Indoor capacity of 10 program participants per room / space, as long as physical distance can be maintained.
  • Outdoor capacity of 25 program participants per space, provided that physical distance can be maintained.
  • Additional coaches and trainers are permitted, limited to those officially registered with the team / athletes as identified in the return-to-play protocols of their provincial association, provided that physical distances can be maintained.
  • Spectators are not allowed. Where previously permitted, one guardian per underage participant is permitted. Guardian masks are mandatory and physical distance must be maintained.
  • Aquatic lessons are limited to 10 participants per class. If the physical distance can be maintained and the total capacity of the pool remains below 30%, more than one class can be in the pool at a time.
  • Mandatory active screening, contact information and attendance for all patrons.
  • Drop-in recreational programs (pre-registration required) have a maximum capacity of 10 people.
  • For all team sports, scrums and games are no longer permitted.
  • Teams must adapt their programming only to training and skills development, respecting the required maximum capacity numbers.
  • No contact allowed for team or individual sports.
  • Room rental in a community center for church, funeral, or wedding services is limited to 30% of the room capacity.

Spaces for meetings and events

  • Maximum 10 people per structure indoors or 25 outdoors
  • The establishments must be closed from 22:00 to 5:00
  • Liquor sold or served only from 9am to 9pm
  • No liquor consumption allowed from 10pm to 9am
  • Request contact information for all seated users
  • A limit of 4 people can be seated together
  • Limit the music volume to be low enough for normal conversation
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • A security plan must be prepared and made available upon request

Retail

  • Changing rooms must be limited to non-adjacent stalls
  • Line-ups and patrons who meet outside the offices managed by the headquarters; 2 meters of required distance inside and outside; Facial liner is also required while online
  • Limit the music volume to be low enough for normal conversation
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • For shopping centers:
    • The maximum number of people allowed to sit inside the food court of the shopping center is 10

Personal care services

  • Oxygen bars, steam rooms, saunas, baths and other places for adults, enclosed
  • Closed sensory deprivation capsules (some exceptions)
  • Request contact information from all users
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • A security plan must be prepared and made available upon request

Casinos, bingo halls and gaming establishments

  • Maximum 10 people indoors or 25 people outdoors
  • Board games are prohibited
  • Liquor sold or served only from 9am to 9pm
  • No liquor consumption allowed from 10pm to 9am
  • Request contact information from all users
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • A security plan must be prepared and made available upon request

Cinema

  • Closed, except:
    • drive-in cinema
    • rehearsal or execution of a recorded or broadcast event, with limitations:
      • Performers and employees must maintain a physical distance of 2 meters except for performance purposes
      • Singers and players of brass or wind instruments must be separated from any other performer by plexiglass or other waterproof barrier
  • A security plan must be prepared and made available upon request

Performing arts facilities

  • Closed to spectators
  • It is allowed to rehearse or execute a recorded or broadcast event
    • Performers and employees must maintain a physical distance of 2 meters except for performance purposes
    • Singers and players of brass or wind instruments must be separated from any other performer by plexiglass or other waterproof barrier
  • Drive-in performance is allowed
  • A security plan must be prepared and made available upon request
