Two pro-crypto members of the French Parliament (Parlement français) want the country to invest up to 500 million euros in blockchain programs to raise France as a "blockchain nation".

MEPs Jean-Michel Mis and Laure de La Raudière published a report on 12 December outlining 20 proposals to support the development and mainstream adoption of the blockchain, according to the French financial daily Les Echos.

"2019 will be the year of the blockchain in France," Jean-Michel Mis said in the report, according to a rough translation. "This decade-long technology is moving from the experimental phase to the industrial implementation, and the public will see the emergence of its uses in their daily lives."

Likewise, Laure de La Raudière expressed urgency on the need for France to capitalize on this new technology before its international rivals – in particular, China and the United States – do so. He noted that France was lagging behind with the Internet revolution in the 90s and should not lose the boat again.

To maximize France's position, Jean-Michel Mis and Laure de La Raudière have suggested that the French National Research Agency (Agence Nationale de la Recherche) makes significant investments in blockchain research.

Mis and de La Raudière also recommended that the public sector find ways to implement blockchain technology in the way the private sector has started doing so.

As reported by CCN in October, the French supermarket chain Carrefour began using supply chain management blockchains to prevent food contamination.

In particular, Carrefour uses distributed ledger technology to track chicken, eggs and tomatoes as they travel from farms to stores to prevent Salmonella outbreaks, which is a major problem for the food industry.

Carrefour, Europe's largest retailer with 12,000 locations worldwide, plans to use the blockchain to track all its fresh products in the coming years.

French Prime Minister Laure de La Raudière also suggested that a central bank, such as the Bank of France or the European Central Bank, consider issuing digital coins.

In November 2018, Christine Lagarde, the managing director of the International Monetary Fund (IMF), made a similar suggestion. Lagarde said that the central banks of Sweden, China, Canada and Uruguay were already working on this.

"The advantage is clear," said Lagarde. "Your payment would be immediate, secure, economical and potentially semi-anonymous … And central banks would maintain a secure position in payments."
