He also recently cut a significant portion of his global workforce, with a total staff that fell to 5,822 from the 7,322 employees he had in March.
HTC from HTC told CNBC that the focus on the blockchain was part of the company's change strategy regarding smartphones, which he said would give priority to software and intellectual property.
"We believe that blockchain is the new smartphone paradigm and will be part of HTC's broader smartphone strategy," Chen told CNBC. "This marks a change in HTC, with more attention to software and IP."
However, HTC is not the only one to develop a blockchain phone. Start-ups Sirin Labs plans plans for a $ 1,000-based blockchain phone called Finney, which plans to release before November.
"I think they're trying to find a niche and give an example of how they can integrate new technology into the phone," Neel Shah, research director at Counterpoint Research, told the phone.
"So I think it may be the beginning of (HTC) to attract more investors or attract new OEMs (original equipment manufacturers)".
As for the price of about $ 960, Shah said it looked quite high, but that was appropriate given that HTC was targeting people in the cryptocurrency space.
