Australian Border Force begins commercial trial on paperless blockchain with Singapore

The Australian Border Force (ABF) is developing solutions to make cross-border trade easier and paperless for Australian businesses, in line with the Australia-Singapore bilateral digital economy agreement.

On November 23, a trial was launched with Singapore Customs and Singapore Infocomm Media Development Authority (IMDA) to test digital verification systems: the first to be developed using Blockchain technology by experts from Australia and Singapore at the United Nations Center for the facilitation of trade and electronic commerce (UN / CEFACT) for the exchange of intergovernmental documents.

ABF Commissioner Michael Outram said the ABF looks forward to close cooperation with international partner agencies on mutual border modernization programs.

“ABF welcomes the opportunity to further collaborate with Singapore to improve cross-border trade between our countries. In addition to our international efforts, this initiative will incorporate paperless commerce and the secure digital exchange of business information as part of the future architecture and design of a one-stop shop for Australian trade. ”

The trial will test digital verification platforms on both the Intergovernmental Ledger (IGL) developed by ABF and IMDA’s TradeTrust for electronic business documents. Companies and regulators will provide feedback on their experience in verifying certificates of origin with the two systems, with the aim of reducing administration costs and increasing business efficiency.

The Australian Chamber of Commerce and Industry, Australian Industry Group, as well as Singapore’s financial institutions, including ANZ, will take part in the process.

The process supports the government’s recently announced Simplified Trade Agenda, which will reform and digitize trade compliance processes. The Department of Agriculture, Water and the Environment is also collaborating on free digital initiatives with regulators in Singapore to advance the paperless trade in phytosanitary and health certificates for the food and agricultural trade.

The ABF will feed lessons learned from experimentation in the Supply Chain Working Group Discovery Report as part of the National Blockchain Roadmap led by the Department of Industry, Science, Energy and Resources.
