The 5G issue in Portugal is far from peaceful. The “war” between operators and the National Communications Authority was frequent and only today ANACOM announced the conditions for the 5G auction and other relevant bands.

ANACOM approved, with a resolution of 30 October, the Regulation establishing the conditions for access to the spectrum in the 700 MHz, 900 MHz, 1800 MHz, 2.1 GHz, 2.6 GHz and 3.6 GHz bands that will be made available on the market, the procedures of the auction and the conditions that will be associated with the use of the assigned spectrum.  Currently the use of spectrum by mobile operators in Portugal is as follows:

At the end of the public consultation period, ANACOM analyzed and weighted the 505 contributions received, and took into account the national objectives and goals set out in the Council of Ministers Resolution no.  7-A / 2020, of 7 February (RCM 7-A / 2020), which approved the strategy and timing of distribution of the fifth generation of mobile communications.

João Cadete, president of the Autoridade Nacional de Comunicações (ANACOM), said today at a conference that he expects the 5G auction to end early next year and that the licenses will be awarded during the first quarter of next year.  The president of ANACOM also said that as soon as the licenses are granted, they can be used immediately.

According to the document sent to Pplware, ANACOM "has decided to maintain the reserve prices provided for in the proposed regulation, which amount to 237.9 million euros for all the lots".

Regarding the population coverage obligations, ANACOM also shared a 5G coverage map and the respective deadlines.  It is necessary to strengthen coverage levels where they are lacking, particularly in less densely populated areas, promoting social, economic and territorial cohesion, responding to the expectations of populations and the national economic fabric.

As for the entry of new operators, there will be no particular conditions.
