With the latest Windows 10 October 2020 update, version 20H2, Microsoft has slightly redesigned the Start menu, making it aware of the theme. It looks like more design changes are on the way, as the Windows manufacturer plans to update the design with 2,021 updates.
Since the system was first introduced in 2015, Microsoft has not yet revised the design of Windows 10. Although the company releases two major feature updates each year, they generally focus more on small incremental improvements than on drastic changes.
“Microsoft plans to update many top-level user interfaces, such as the Start Menu, Action Center, and even File Explorer, with a consistent modern design, better animations and new features,” as reported by the Windows Central website citing sources internal.
“The internal documentation describes the project as ‘refreshing’ and modernizing the Windows desktop experience to keep up with customer expectations in a world powered by other modern, lightweight platforms.”

The UI update is codenamed “Sun Valley” and is expected to be introduced with Windows 10 Cobalt: the H2 2021 update. Surface division of the company and this year also took over the development of Windows.
According to the website, Panay wrote the following in an internal email:

The ZDNet website also contains information that internally Microsoft engineers have described the launch of 21H2 (aka “Cobalt”) as Windows 10 ++, which means there are certainly some big plans for the next fall update.
Microsoft was supposed to introduce its new operating system, Windows 10X, to fold dual-screen laptops during the holiday season. While this has been delayed due to the pandemic, the company is expected to borrow its design elements for Windows 10.

This is not new, these plans have been discussed for months, but it seems that 2021 will be the year in which everything will become more concrete.
Some parts of Windows 10 that should be redesigned include:
- Start menu
- Action center
- Better support for dark mode
- Taskbar updated
- New design for File Explorer
- “Fluid experiences” for tablets
- Keyboard and emoji improvements
- Consistent general appearance
While this specific report does not mention the Control Panel, the company has increasingly moved the Control Panel into the Settings application. Microsoft is likely to take further steps in this direction.

It should be noted that this wouldn’t be a super drastic change that would make users feel like they’re switching to a new operating system. This design update aims to implement Fluent Design across the operating system and make consistent changes across the board to refresh and “reinvigorate” the desktop experience.
