The Health Affairs Commission in the House of Representatives, chaired by Representative Muhammad Al-Ammari, at its meeting today, Tuesday, in principle approved the bill submitted by the government to enact a law establishing a response fund to medical emergencies.
The committee called on the Ministry of Health to send it to study an estimated budget for the Emergency Medical Response Fund within two weeks and before discussing the articles of the bill.
The bill aims to create a mechanism for the sustainability of the financing of the services provided by the Ministry of Health to citizens in the field of prevention, care and rehabilitation, in particular by eliminating waiting lists for patients, preventing their accumulation, supporting the ” purchasing medicines and dealing with cases of financing major accidents, emergencies, intensive care, premature babies, burns and other insufficient needs. Available in the state budget for coverage.
Under the law, a fund called (Medical Emergency Response Fund) must be established, which has public legal personality, enjoys financial and administrative independence, reports to the Prime Minister and is located in Cairo, and is managed by the Board of Trustees, by the Board of Directors and the Executive Director.
The bill was divided into 3 articles of issue, which provides for the abolition of the system of family health funds in the governorates established by the Ministry of Health and Population, Resolution no. 147 of 2003 with the stipulation of the transfer of the accounts of these funds to the medical emergency fund to be established, as well as 14 substantial articles.
The bill refutes the fund’s resources, in 13 main points to enable it to carry out its duties, including financial contributions for state-funded care in medical interventions covered by the fund, 2% of the selling price of imported cosmetics , 3% of the selling price of pesticides prepared for use For non-agricultural purposes, the drug support fund account balances, 1% of the proceeds of the accounts for different sectors in the general office of the Ministry of Health , with the exception of the Service Improvement Fund and the Joint Research Support Fund at the Ministry of Health, account balances for the project to eliminate waiting lists for patients.
The resources of the fund also include, pursuant to Article (10), financial sums provided by the Central Bank of Egypt, the banks and the Federation of Banks to the fund, grants, donations and grants provided to the fund by individuals or entities and accepted by the Board of Directors, the returns on investments of the funds of the fund, the amounts allocated for the benefit of the Fund to improve work performance in the departments overseeing the implementation of the law in the Ministry of Health and the departments of free care in the governorates at pursuant to law no. 51 of 1981 and other resources decided by the Board of Directors of the Fund as part of its objectives.
