This document summarizes reported incidents of violence against healthcare workers in the context of the 10th Ebola outbreak in the eastern Democratic Republic of the Congo (DRC). The pandemic officially lasted from 1 August 2018 to 25 June 2020.
The report collects known information on 483 health care attacks reported during the 10th Ebola outbreak in order to support policy responses that better protect health care workers and health care workers during future outbreaks.
The information reported focuses on the context and factors contributing to violence against healthcare. The data presented in this document is neither complete nor exhaustive and may differ from other sources.
The second largest Ebola outbreak in history was marked by a notable increase in violence against health care, particularly between February and November 2019. It occurred in a context of weak state control in the provinces of Ituri, South and North. Kivu, all affected by protracted conflict and insecurity. The area is characterized by an almost constant state of political crisis, high levels of institutionalized corruption. The health response was also hampered by the widespread distrust of health workers on the part of local communities.
