MEXICO CITY (Sputnik) – The government will double the number of scholarships for professional specialization in Medicine, President Andrés Manuel López Obrador informed.
The number of medical professional specialization scholarships will be doubled to nearly 19,000 postgraduate places in public universities and 1,600 more scholarships will be offered through agreements with five countries.
The expansion of the higher education program “will begin with the new entrance examination for medical specialists and the budget to be allocated is close to 3,000 million pesos. [más de 140 millones de dólares] at the beginning, but “the amount of public funds allocated will be lacking,” the president said at a press conference.
National Council of Science and Technology Agreements for Abroad Scholarships with Argentina, Australia, Canada, Cuba and the United States were negotiated.
López Obrador added that “there was an underground idea of putting education at the service of the market, of studying what tuition must pay, as is conservative thinking; and that helping the poor is populism and paternalism”.
For his part, Alejandro Schwartz, coordinator of doctors at the National Institute for Health and Welfare (Insabi), explained that the proportion of doctors of the Organization for Economic Co-operation and Development (OECD) is 3.4 specialists for each 1,000 inhabitants.
“In Mexico it is 0.9 [médicos especializados] per thousand inhabitants “, and in 2030 this proportion would grow to only 1.1 specialists if scholarships for specialization were increased at the rate of the current trend, which would increase the current almost 9,600 places to almost 13,600 specialization places in 10 years, provided by previous governments.
“The plan consists in raising to 27,500 scholarships and that are 1.5 doctors for every 1,000 inhabitants, bringing us closer to the goal of the OECD countries”, to which the Latin American country belongs, explained Schwartz at the conference at the headquarters of the National Palace of the Federal Executive.
According to health authorities, Mexico does not have the hospital capacity, doctors and nurses to assist in the emergency the pandemic COVID-19, inheriting abandoned, half-built hospitals with a deficit of over 200,000 professionals.
Schwartz stressed that “the structural deficit of medical specialists is sensitive, particularly at times like the pandemic, and for this a strategic plan has been designed to bridge the gap”.
The 50,000 doctors and nurses hired during the emergency are still not enough to cover this deficit.
López Obrador added that “we don’t have the doctors or specialists that the country needs and we need to solve it”.
With plans to double the annual number of scholarships, solutions are beginning to be provided for more doctors to specialize, he stressed.
The average number of years of study abroad is four years and the return contract is for the same duration within the country after graduation.
Admission exams will be held from 7 to 12 November, and a joint command with military doctors prepared the evaluation with 7,937 pedagogical articles for the national medical residency program, responsible for 300 evaluators in six locations: two in Mexico City, two in Guadalajara (central-west), one in Monterrey (north) and one in Villahermosa (south-east).
With over 93,000 deaths from COVID-19, Mexico ranks fourth in the world for total deaths, but in relation to its population it is 15th for infections and 10th for deaths per 100,000 inhabitants.
