So, the first option that comes to mind for those trying to figure out how Elon Musk intends to complete this goal is terraforming. As stated in the dictionary, it is a hypothetical process of modifying the atmosphere and temperature of a planet or satellite, so that it acquires suitable conditions to accommodate living terrestrial beings.
However, according to what Elon Musk said, this modification it is not possible in the time we have to live.
Life in glass domes will be the solution
Since it is not an initially viable option, Elon Musk suggests that early inhabitants of Mars will most likely depend on bases that have the necessary environment to ensure their survival. Therefore, the first civilizations will reside in glass domes which will have the aforementioned environment.

Although, in 2018, a NASA-funded study was conducted which concluded that there are not enough greenhouse gases and water sources to ensure terraforming. However, after creating a sustainable city on Mars, Elon Musk will likely work on this process.
That said, whatever plan we are not fully aware of yet will require a lot of investment and a huge level of progress.
