A note released by the Martagão Gesteira Child Care and Paediatrics Institute (IPPMG) of the UFRJ is causing concern among parents who use the unit located in Fundão to take care of their children. The text says that starting from the next 12, the hospital, specialized in paediatrics with a medium and high complexity care profile, will no longer have doctors. The situation tends to worsen starting from 2 December, with the decline of other professional figures in the workforce such as nurses, nursing technicians, nutritionists, psychologists, physiotherapists, biomedicals, pharmacists, laboratory technicians, pharmacy and radiology.
According to the note, these professionals have been hired on a budget to deal with the new coronavirus pandemic. The provision allowed the expansion and strengthening of service areas in unit sectors such as pediatric intensive care, clinical and specialist departments and pediatric first aid, as well as outpatient clinics. However, with the end of the outsourced contract, justified by the lack of budget resources, the institute has already informed that it will not be able to maintain several services, including the pediatric emergency, which had operated 24 hours.
These difficulties include the absences of public employees supported by internal resolutions of the UFRJ, for belonging to the Covid-19 risk group, such as self-declarations due to comorbidities of chronic diseases, age over 60, pregnant women and cohabitation with seniors and younger children. “Therefore, we ratify that all this scenario imposes a huge loss for pediatric care in the municipality and in the State of Rio de Janeiro”, concludes the note.
The institute’s deputy director, Mário Marques, said the layoffs are already underway, but he didn’t have the numbers in hand. However, he remains confident of a reversal of this situation in the coming days, by the Ministry of Education (MEC), so as not to further damage the service. A meeting with the participation of the institute and other university hospitals should discuss the matter, according to him.
– We expect these things to be reviewed, as it will impose a loss of care for teaching hospitals. This is a contract that had a previous definition, it was made to address Covid with defined dates. We are coming to the end of this situation, but our desire is that this be revised as soon as possible so that we can follow the service, especially because we fear that there will be a second wave (from Covid), with a worsening of the situation and put everything together it will be as tiring as it was at the beginning of the epidemic – he said.
Before that, a “community clarification” note, published on the institute’s website at the beginning of October, already informed that, due to the budget cuts imposed on the University, the outsourcing service contracts signed by the Dean of Management and Governance / PR-6 would suffer a significant reduction. The measure would lead to job cuts in outsourced services made available to units in the UFRJ hospital complex.
The text also said that the unit management had to adjust the number of data processing assistants for 14 professionals, being obliged to fire 4 professionals in the sector to respect the budget limits imposed, after changing the outsourced company responsible for the service. The note also states that outsourced services involving couriers and general service assistants have also suffered a reduction in places since October 1.
The MEC has been searched, but has not yet responded.
