Traffic laws
Article 101
(1) The following actions committed by natural persons constitute fines and are sanctioned with the pecuniary sanction provided for by the third class:
1. driving an agricultural or forestry vehicle and a tractor with a driving license whose validity has expired;
3. driving a vehicle by a person domiciled in Romania who has not changed the driving license obtained in another state, within the time limit set by law;
4. non-fulfillment of the obligations to replace the registration or registration certificate of the agricultural or forestry vehicle and of the tractor or trailers in the cases provided for by law;
5. failure to respect a sufficient lateral distance from the vehicle traveling in the opposite direction;
6. failure by the driver to observe the significance of the prohibition or restriction or of the temporary indicators and markings, with the exception of those prohibiting access or overtaking which fall under another class of sanctions;
7. failure to comply with the obligation to let the driver leave the intersection with the vehicle left inside;
8. non-observance of the rules on bicycle traffic;
9. failure to reduce speed in the cases provided for by the regulation;
10. mounting on the motor vehicle and agricultural or forestry tractor, trailer or tram of lights of another color or intensity, other lights or horns or unapproved accessories or modifications;
11. traffic with an agricultural or forestry vehicle and a tractor, trailer or tram with defects in the lighting or the audible alarm system or when missing;
12. non-observance of the rules in case of involuntary immobilization in underground passages and tunnels;
13. failure to comply with the rules relating to the transport of people and things on or on vehicles;
14. start the vehicle or tram on the spot with the doors open, drive with the doors open or open them while driving; open the doors of the vehicle when it is stationary or parked, without ensuring that the safety of other traffic participants is not endangered;
15. Stop vehicles intended for public transport of people in places other than stations marked as such;
16. non-compliance with lane traffic regulations;
17. driving on public roads of two-wheeled vehicles, without ensuring contact with the roadway on both wheels.
18. failure to comply with the vehicle driver’s obligation to have the documents required by art. 35 para. (2).
(2) The fine for contravention provided for in par. (1) also applies to the driver of a motor vehicle, agricultural or forestry tractor or tram who performs an act for which 4 penalty points are applied, pursuant to art. 108 para. (1) lit. c).
(3) It constitutes a contravention and is sanctioned with the fine provided for in the third class of sanctions and with the application of the additional contravention of the suspension of the right to drive for a period of 60 days the commission by the driver, agricultural or forestry tractor tram of the following facts:
a) non-observance of the rules regarding the priority of overtaking, overtaking or changing to the red color of the traffic lights, if for this reason a road accident has occurred which caused damage to a vehicle or other material damage;
b) failure to comply with the temporary traffic ban established on a specific stretch of public road;
c) non-compliance with traffic rules during the passage of an official column or intercalation in that column;
d) oncoming traffic, except in cases where the overtaking maneuver is regularly performed.
