Prime Minister Viorica Dăncilă arrived on Tuesday in the European Parliament in Strasbourg, where he was welcomed by the president of the institution, Antonio Tajani. Dăncilă presented the priorities to the plenary session of the European Parliament.

He is conducting a working visit to Strasbourg to present the work program of the Romanian presidency to the Council of the European Union. "The Rumanians represent as prime minister and that, despite their strong attachment to the Union, they feel unequal treatment towards Romania, especially when our country is criticized for issues that are natural in other Member States or when the Romania is subject to certain conditionalities that do not exist in other countries of the Union: the Romans feel unjust when they see their country kept out of the Schengen area ", were the harsh words of the prime minister to the European Parliament.

I took over the European mandate from Austria and I would like to reiterate my thanks for the Austrian Presidency on this occasion. At the same time, I would also like to thank our partners in Trio, Finland and Croatia, with whom we have had excellent coordination in the preparation of a joint and balanced work program for the next 18 months.

Below, I will present the priorities of the Romanian Presidency of the Council of the European Union and the vision of the future of the Union.

Europe has always known how to overcome obstacles, re-establish the less episodic episodes of history. The European project itself, in its current form, has been shaped by the many crises it has undergone.

Today we are again in a complex moment of the European construction process. But as you know, any situation of this kind can be turned into an opportunity, a new beginning.

That's why I'm telling you that, in my opinion, the exercise of Romania's rotating presidency over the next six months is not just a formal duty. There are over 500 million European citizens waiting for an answer to the future of their home, which is called Europe.

I believe, therefore, that it is important to show the citizens of the European Union that the European institutions work for them and, above all, to produce results that improve their lives and prospects for the future.

I am aware that the first phase of the rotating Presidency will be intense and shorter in time as regards decision-making. That is why we are counting on your support for the development of all possible legislative dossiers for the agenda and for meeting the challenges at European level.

The vision of the Romanian Presidency on the European project is structured around the idea of ​​"cohesion as a common European value", declining in all its dimensions:

– political cohesion illustrated by the need for unity among the Member States;

– economic and territorial cohesion, in order to reduce the development gaps between Member States and between regions;

– social cohesion, important for preserving the four freedoms of the internal market of the European Union;

This concept of cohesion is transversely transposed to our thematic priorities, articulated on four main pillars of action: Europe of convergence, Europe of security, global actor Europe, Europe of common values.

Convergence Europe is the first pillar of action of the Romanian presidency to the Council of the EU and aims to ensure economic growth, social development, the reduction of inequalities, competitiveness, connectivity and sustainability.

The single market is, of course, the greatest success of the Union, the heart of European construction. Accordingly, one of the objectives of the Romanian Presidency is to advance the internal market agenda in order to complete the necessary framework for its proper functioning.

We need to strengthen the scientific and technological foundations of European industry, which can stimulate our international competitiveness and, at the same time, we can generate growth and jobs.

We will continue to promote digitization, including in the European industry. The digital offensive has already been promoted by the previous Presidencies of the Estonian, Austrian and EU Council and, in turn, we will continue to work with the same sustained pace.

We will focus on developing functional links between East and West, North and South, facilitating connections of all kinds, making the four freedoms of movement operational and increasing the competitiveness of the European economy and living standards in the less developed regions.

I was telling you about the need for a long-term policy in the industrial sector, and the regulation of the Energy Union is equally important. These two themes will occupy an important place in our presidency's agenda.

The second pillar of the Presidency of Romania will be the security of Europe. We are facing new security challenges that threaten the security of citizens. The European Union faces a wide range of risks and threats that can undermine the values ​​and prosperity of our open societies.

In a world of accelerated digitalization, we must advance in terms of protecting citizens in virtual space. We need to strengthen the resilience of the Union to cyber attacks. Computer security will therefore be a prerequisite for any project on the information society.

Also in relation to the security of the Union, we will face the seriousness of the negotiations and the completion of the initiatives on the coherent management of migratory flows, the strengthening of the external borders of the Union, the emergency interventions, the fight against terrorism. , the protection of citizens' security in the virtual space, the operationalization and even the extension of the European Public Prosecutor's mandate to terrorist offenses and the strengthening of judicial cooperation in civil and criminal matters.

We want to contribute to the formulation of valid solutions in these areas of migration and to promote cooperation between countries of origin and transit, including in the fight against trafficking in human beings.

The third main pillar we have proposed for Romania's presidency is the global European actor. In our opinion, the main direction for action in this area must be based on the shared commitments made by the EU's global foreign and security policy.

In the field of security policy, we will promote the strengthening of the defense and security capabilities of the European Union, in close complementarity with similar processes within NATO.

At the same time, we must concentrate our immediate immediate closeness on what the progress of the Union's enlargement policy means. The tenth anniversary of this year's launch of the Eastern Partnership will be an important moment in this regard. Particular attention should be paid to the Western Balkans.

We will also support the implementation of international commitments at the international level. The key areas are the promotion of commercial interests, the modernization of the multilateral trading system and the extension of the economic partnership and free trade agreements.

The fourth pillar on which Romania's Presidency will be held will be the Europe of common values. In other words, in order to stimulate European political cohesion, we aim to promote the principles and values ​​that unite us.

At the same time, we must vigorously address a number of issues that are still facing companies within the Union, such as racism, intolerance, xenophobia, populism, anti-Semitism or the incitement to hate.

We want a more democratic Union, so it will promote equal treatment for all Member States and all European citizens. This is essential for the trust of citizens in the European project.

I speak to you from the point of view of the Romanian citizens whom I represent as prime minister and who, despite their strong attachment to the Union, feel unjustified towards Romania, especially when our country is criticized for issues that are natural in others. Member States or when Romania is subject to certain conditions that do not exist in other Union countries.

The Romanians feel unjust when they see their country kept out of the Schengen area and I would like to thank President Jean-Claude Juncker and President Antonio Tajani on this occasion for their full support for the Schengen area.

I have given you these examples from my country to understand that some decisions taken at the European level with regard to some Member States ultimately affect the citizens of those countries and in one way or another determine the trust they owe to them. ;Union. So, for as long as we make decisions, we need to think about the citizens of the Member States that are influenced by our decisions and we must eliminate all forms of differential treatment so as to strengthen the common values ​​of the Union.

Education and culture are key to the future of Europe, both from the individual perspective of the European citizen and from the point of view of strengthening the European project.

It also requires solutions that involve young people in the formation of a strong Europe based on common European values.

We are all following the decisions of the British parliament and it is obvious that Brexit will be the focus of attention during the Romanian presidency of the EU Council. We will return this printout of the history of the Union, but we must also draw lessons from this situation.

In May, our democracy – the largest transnational democracy – will choose a new European Parliament.

I propose to capitalize on the future electoral context, as it is an opportunity for us, those who believe in Europe, to promote a stronger Union oriented towards its founding principles, in tune with our European spirit.

I believe in a strong Europe – through unity, in a better Europe – respecting its commitments to its citizens and the whole world and, why not, I believe in Europe more European – promoting genuine European values ​​and stimulating at the citizen's level the feeling of belonging to the European area. A strong and united Europe in all its dimensions – political, economic, social – is the best solution for the future of the European project ", said Dăncilă.
