Our region was hit by an earthquake of mobile wars, some of our countries were in the middle of it directly, and others were on the table, and in both cases the losses are heavy, human, economic, social and security .. .

We are not here today to discuss the causes, causes and instigators of wars, but to address their devastating consequences for the economy and the growth of our countries, which have brought us back,

The internal wars, the spread of terrorism and extremism and the emergence of waves of displaced persons and kindergartens, which the world has not seen since the end of the Second World War, have negatively influenced the development process it is making road in the region, especially in some countries that suffer mainly from economic and social problems. It will continue to have repercussions and repercussions on them for many years, which will inevitably prevent the implementation of any economic and social calendar to achieve the goals of sustainable development, and make them lagging behind the rest of the world.

Where are our countries from the march towards achieving the global goals of sustainable development, from the eradication of extreme poverty to the fight against inequality and injustice or the reform of climate change when the houses are destroyed on their head and the most basic rights of peoples to freedom and dignified life? And are millions of people leaving their land in other countries that are already under their burdens and restricting their populations?

I speak from the website of Al-Aref, because Lebanon has paid a high price war and terrorism, and for years has borne the burden of regional and international burdens of the displacement of the Syrian brothers, in addition to the 70-year brotherhood of the Palestinian brothers . Restricted infrastructure, inadequate infrastructure, limited resources and an overloaded labor market.

On the other hand, there is the Israeli occupation, which has persisted for seven decades in its aggression and occupation of the Palestinian and Arab territories and its contempt for international resolutions. Today, it has reached 39, apex of its aggression judging Jerusalem, declaring it the capital of Israel and adopting the "Jewish nationalism of the State of Israel", with the result of striking the Palestinian identity and trying to overthrow the resolution 194 and the right of return. In addition, Israeli threats, continued pressure on Lebanon, permanent violations of Resolution 1701 and Lebanese sovereignty, land, sea and air.

But the most dangerous of all this is the state of vacillation and internal dispersion experienced by the Arab world, and it is known that "every kingdom divided on itself is ruined, and every house divided on itself does not prove". This devastation touches the pillars of our countries, the first of which is the economy, prosperity and development.

Our nation and our great thinker, Gibran Khalil Gibran, say: "Woe to a nation that wears what is not woven and eats what is not sown and drinks from what does not make it difficult". Becoming a productive nation "weaves, grows and fights" It is all painful events that have led us to work together to get out of the vicious circle of wars and their consequences, to advance the march towards a better future for our peoples, an example in Europe that knows how to heal the wounds of its wars and achieve peace through economic and social prosperity.

Our summit takes place after a period of several years in which the world witnessed the historic decision of the 70th session of the UN General Assembly in 2015, with the n. 70/1, in which it approved the sustainable development plan of 1730 for 2030.

"This plan represents a program of action for people, the planet and for prosperity, and is also aimed at promoting world peace in a wider atmosphere of freedom," said the first resolution. Reaching prosperity is a daunting but not impossible task.

Addressing the root causes of crises and trying to eradicate poverty, which generates inequality, war and terrorism, must be a priority: fighting corruption, implementing the necessary reforms at all levels, ensuring the stability of legislation and fairness of the judicial system to provide the trust factor for domestic and foreign investment. We also need to coordinate Arab programs and plans before the UN Summit on Sustainable Development in New York on September 25, in the presence of world leaders.

In line with economic, investment and agricultural projects in the framework of a global and integrated vision, the basis of our common work must be based on the construction of the Arab human being, on the protection of women's rights, on their essential role in our societies, on the protection of children, on education and on the immunization of young people and on encouraging others. The institution of the "Academy of Man for Meeting and Dialogue" for its cultural and social dimensions and for what constitutes the meeting space between people.

We hope this summit can help to activate the activities of outstanding projects and work to complete them and bring them into the interest of all our peoples. Where are we today from the common Arab market and measures that contribute to the unloading of agricultural production in compliance with agricultural calendars and reciprocity that allow for Arab integration? Where are the big projects like the interconnection projects between the Arab countries, including the electricity connection, as well as the Greater Arab Free Trade Area, and increasing the rate of intra-direct investment in Arab countries? And from where we are correcting the course of the Arab facilitation agreement to become more just and complete?

We also hope that the Development Summit will be able to witness modern and useful projects for the Arab world, and Lebanon will present a project on the digital economy in view of the importance of technological developments and information and the consequent developments. changes that can not be overlooked, such as e-commerce and digital government.

Lebanon calls on the international community to exert all possible efforts and to provide the necessary conditions for the safe return of the displaced Syrians in their country, in particular towards stable, accessible or low-voltage areas, without being linked to a political solution. In this context, I call on all Arab funds and funding institutions to meet in Beirut over the next three months to discuss and develop these mechanisms.
