The Commonwealth of Independent States (CIS) meeting, hosted by Russia, was held by videoconference due to the coronavirus outbreak. The meeting was also attended by the Armenian Prime Minister Nikol Pashinyan, the President of Kazakhstan Kasım Cömert Tokayev, the Belarusian President Alexander Lukashenko, the Vice President of Kyrgyzstan Talant Mamitov and the President of Tajikistan Emamali Rahman.

In his opening speech, Putin said that meetings of the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organization and the Organization of Defense Ministers of the Collective Security Treaty, hosted by Moscow, would work best in military and political field.

Putin made statements about the Nagorno-Karabakh trial during most of the meeting and said:

* Problematic periods were experienced within the CSTO’s areas of responsibility. I am referring to the armed conflict that broke out in Nagorno-Karabakh, Belarus, which was subjected to repression after the elections, and in Kyrgyzstan, which experienced internal political problems. Everyone knows about Russia’s efforts to stabilize Nagorno-Karabakh and initiate the ceasefire process.

* In doing so, we followed the main agreements reached between the co-chairs of the Minsk Group of the Organization for Security and Co-operation in Europe (OSCE) Russia, the United States and France. The tripartite ceasefire agreement signed by Russia, Armenia and Azerbaijan on 10 November is currently in force.

* Russian peacekeepers have been deployed to the conflict zone. The Russian side continues to coordinate with Yerevan and Baku. At the same time, we are discussing CIS and CSTO’s support for humanitarian aid activities. We also consider the participation of other international organizations in this cooperation.

THE VACCINE WILL BE SUPPLIED TO CSTO MEMBER COUNTRIES

Putin also provided information on studies on the Covid-19 outbreak in CSTO member countries and used the following statements:

* Emergency issues related to the spread of the Corona virus must be addressed in the health, economic and social spheres. I would like to say that CSTO member countries have established close cooperation in fighting the epidemic, provide each other with assistance and support and continue to do so. In particular, Russia has provided medical equipment, test kits and support for personal protective equipment to allies of the CSTO.

* Groups of Russian experts, doctors and epidemiologists worked in the member countries of the organization. Currently, problems regarding the supply and production of the Sputnik V vaccine to CSTO countries are being resolved. This also applies to our second EpiVacCorona corona virus vaccine.

SUPPORT FROM PUTIN TO PASHINYAN

After Putin’s speech, leaders of other CSTO member countries also gave speeches. In his speech on the Nagorno-Karabakh trial, Prime Minister of Armenia Nikol Pashinyan often used pro-Russian and Putin phrases as follows:

* Russian peacekeepers deployed along the Nagorno-Karabakh line of contact are guarantors of regional security. In this context, I would like to highlight the role of Russian President Vladimir Putin. We were in constant contact with him during the 44 days of fighting.

* We discussed all the necessary measures to protect people’s lives. We continue to work together with Mr. Putin to solve problems such as the search for missing persons, the exchange of prisoners of war, wounded and dead.

Putin: Armenia has gone through a difficult period

During Pashinyan’s speech, Putin again took the floor and mentioned the pressure to resign against Pashinyan in Armenia. Putin said he supports Pashinyan and continued his words as follows:

* The Armenian people went through a very difficult period from the point of view of their history. Armenian President Armen Sargsyan, the Government of Armenia and Prime Minister Pashinyan have had to make very difficult decisions. Of course, it was necessary for Armenia to make this painful decision, I must say that I courageously found this decision of Pashinyan. Our duty now is to support Pashinyan and his team to live in peace, implement decisions made and help people in difficult situations.

TOKYEV ASKS FOR SUPPORT

Kazakhstan President Kasim Cömert Tokayev spoke about the elections to be held in his country on 10 January. Tokayev said: “We are determined to have a transparent and fair election. We expect support from the CSTO and the CIS member countries. At the same time, we are waiting for the observers of the country and the organization in our country for the elections.

Stating that great strides have been made in democratization in Kazakhstan this year, Tokayev said: “This year unprecedented steps have been taken towards democratization in Kazakhstan. With these steps, the aim is to increase civic participation in the administration by paving the way for the multi-party system and political competition. Especially in parliament, the opposition is included in legislative decisions and parties are given a quota of at least 30 percent for women and young people to enter parliament ”.

FROM LUKAŞENKO TO POLAND

In his speech, Belarusian President Alexander Lukashenko, under pressure from the opposition to step down after the elections in his country, discussed the problems he had with his pro-Western neighbor Poland.

Criticizing Poland, the EU and NATO, Lukashenko said: “The world is once again on the brink of uncontrolled weaponry. Military tension is growing between the centers of power of the new world. It is not just Belarus that is at the tip of the barrel, but NATO’s explanations for developing new strategic concepts. “I think it’s pretty clear to whom and against what these weapons will be directed.”

In his speech, Lukashenko, arguing that foreign centers continue their intervention against Belarus, “Another problem I would like to draw attention to is the extreme attitude of the Baltic countries and Poland towards Belarus. Furthermore, we see that they are trying to use the actions taken in the country for their own interests ”. (İHA)
