According to Bloomberg, these addresses include a lot of Bitcoin whales that keep BTC in large quantities.

"Concentration of ownership is what makes business potentially able to move in. Often referred to in the industry as whales, around 1,000 addresses control 85% of all Bitcoins and include many of the first investors who they have remained relatively inactive during the spike in stratospheric prices and the collapse of the last two years. "We have certainly seen that many long-time Bitcoin holders are becoming active, said David Balter, CEO of Flipside.

In October, 3.8 million Bitcoin addresses were inactive, a number that has now fallen to 2.8 million.
