On 24 February, voters across the river Prut must elect a new pack of deputies in a decisive (new) vote in Chisinau. Its deep geopolitical implications are illustrated above all by the fact that the influence on the outcome in a direction that corresponds to Russia's interests began 20 months before the beginning by introducing a mixed vote designed to reduce the chances of a pro-European, pro-Romanian and anti-opposition politics -oligarhice. Meanwhile, the tool has been complemented by other specific opposition harassment tactics for the former Soviet space.

Of the approximately 3.5 million inhabitants of the Republic of Moldova, about one million workers abroad, the situation is more than chaotic, according to specialists whose first effect is already perceived on the labor market and implicitly Entire economy. "One million people abroad represent around half of the workforce", emphasizes Petrişor Peiu, coordinator of the department of economic analysis at the Black Sea University (FUMN).

Although with important implications, the demographic phenomenon represents, according to the expert mentioned, only one of the components of the vicious circle in which the economy of the Republic of Moldova is captured. One can also list the current account deficit – a huge one, considers Petrişor Peiu, 10%; or the pace of growth of the economy – unable to pull it, shows the same source.

According to FUMN, "The Republic of Moldova will have real economic growth when the pace will be 3-4% higher than the growth of countries with which it tends to catch up, in other words, Romania's economic growth of 3%, the correspondent in the Republic of Moldova should be 6, 7 or 8% ".

In the context, however, the effects of a single word economy can be considered rather: centralization. "The Republic of Moldova has chosen an ambiguous model, placing itself in a gray area," explains Petrişor Peiu, who finds the situation in Chisinau in Romania in 1995 – so Bucharest still hesitates to seize it, while Warsaw, Budapest or Prague chose a clear Western model. "In the Republic of Moldova we now have absolute control of central power – a man or an authority – on the economy", summarizes Petrişor Peiu, according to which Moldova realizes a closed economy for foreign investors , including the Romanian capital.

And, he warns, he raises the question of Bucuresti's inexplicable attitude towards Chisinau: "Romania has mistakenly assumed the role of financing a regime that does not open the economy, although the national interest of Romania it would be to bring its enterprises there, so why Romania does not respect its national interest, gains more weight in the economy of the Republic of Moldova, but does it feel this regime? "

Repression with "specific connotations for the former Soviet space"

But what kind of regime do books in Chisinau do?

"German officials will no longer participate in meetings with officials of the Republic of Moldova because they do not want it.This is the atmosphere, it is a government that Europe has also saturated, but Romania has held it irresponsibly" , says Dan Dungaciu, president of FUMN.

Or, according to Maia Sandu, one of the leaders of pro-eruptive and anti-oligarchic opposition in Chişinău: "a government detested by people". If it is not removed from these elections, says the president of the Action and Solidarity Party (PAS), "there is the risk that there will be no more critical mass of people who will vote for European elections next year, as we He had been hoping for so many years and they will decide to leave. "And so the million Moldovans already living abroad are inflating.

Recalling an episode that was also visible at the last presidential elections held in Bucharest, but that in Chişinău is happening on an incomparably larger scale, Maia Sandu recalls the diaspora being discouraged, that is, the voters' segment prone to vote most of the candidates for the electoral bloc NOW, a coalition of PAS (Leader Maia Sandu), the Dignity and Truth platform (led by Andrei Nastase) and members of the civil society for the pro-eruption and anti-corruption orientation.

The range is wide:

– from open polling stations in European cities with small communities of Moldovan citizens, in sections of cities where there are no Moldovan citizens.

("Although in past years the electoral commission has solved the problem by adopting a decision that established that the lack of a valid passport did not constitute an impediment to the vote," says Maia Sandu.

– The diaspora is not authorized to make donations to the parties.

– For a year and a half, the PDM (controlled by the oligarch Vladimir Plahotniuc) and the PSRM (the socialists of President Igor Dodon) have changed the electoral system, despite all the criticism. PDM had no problems promoting this project which would benefit the pro-Russian parties.

In short, as Andrei Nastase shows, "the anti-democratic repression against the oligarchic power in Chisinau has received specific connotations of the former Soviet space in the last year", since the idea of ​​removing the electoral race is also tempting. Nastase, how and its anathematization and its political partner, Maia Sandu, through the intense circulation and recirculation of accusations of national betrayal.

Theft of the billion – a way to use it

A "traditional" space open to all possibilities, as evidenced by the most spectacular blow to the economy of the Republic of Moldova, better known to the public as "account theft" (the cut of about a billion dollars from three banks , which represented at that time, 2012-2014, almost a third of the country's GDP).

Given the implications at the summit, the Chisinau authorities have never conducted the investigation until the end, even if the coherent information on schemes, sums, names have existed for some years. They were mainly obtained through the search for companies specialized in such investigations. Kroll is such a company, but a consistent relationship that it produced, Kroll 2, is not yet publicized by the authorities.

According to Maia Sandu, at the moment only a few tens of millions of dollars can be recovered from the entire amount, but this is rather theoretical, while the absence of political will manifests itself in plenary.

Meanwhile, accusing the opposition leaders, the amounts "collected" through the theft of one billion circulate through the Republic of Moldova, used by various representatives of the regime in the political battle. "The people who participated in the theft of one billion now say, on the televisions that finance with that money, that we stole that money," says the president of the PAS.

"$ 15.8 million from bank theft is money that has arrived in Romania "

But some of these money also cross Romania, says Maia Sandu: "According to reports from international investigative companies, at least $ 15.8 million of bank robberies are money that has arrived in Romania. There are a number of countries where the money from the banking theft has arrived – of course, most of the money left in the Republic of Moldova – is that nobody wants to investigate these amounts.We are wondering if perhaps the Romanian institutions have more time and interest to start investigating here … (…) For four years, when bank fraud was discovered, the Chisinau authorities have not recovered money ".

"From independence," says Maia Sandu, "I have not felt so much pressure from the authorities". "It is a sense of fear and terror, if you want, established by this government People are afraid to talk about the parties they support", continues the PAS leader, who also stresses how disproportionate the electoral struggle is in Chisinau, exemplifies the resources that the block now has at its disposal: € 13,000 in your account.

"At this moment, Romania is extremely poorly positioned if it wants to send messages to the Republic of Moldova," says Prof. Dan Dungaciu, according to whom there is a "terrible fire in a row" that makes it very difficult to inform you about the situation in Moldova and vice versa , if you are in Moldova, on the situation in Romania.

A painting whose echoes are even darker, as Dan Dungaciu points out, "what happens in Chisinau is like a sword of Damocles on Bucharest", because "Romania has a great responsibility for these elections".
